I don't know for sure but my assumption is that H1B holders (and potentially green card holders, which are "permanent residents") are not excluded from this ban. As many others have mentioned here it's not easy to prevent a citizen from returning; permanent residents and visa holders can be refused entry much more easily. I didn't write this rule though so I don't know if this interpretation is correct.
