The question on how to utilize social networks and platforms like blogs and connected to that Twitter etc is a recurring theme of all my employers so far. And it's an unsolved problem. The core question is who should create a text (or pretty much anything not resulting in a product), when and why? Obviously it would be a red flag if a company expects an employee to invest private time into something like this. But how much time is supposed to be dedicated? I have been blogging on data stuff for a while and a sound, well-written and non-trivial article takes longer to write than a work day. And that is an investment that most managers shy away from and instead compromise on quality or just ditch the idea. Writing shallow articles for a while will be demotivating, boring and not worthwhile in the long run.
