There has been a few people I've read about proposing a solution to this on Mars. Mars is absolutely chock full of these "lava tubes" caused by old long dormant volcanos. If those could be sealed, they could be used for humans to live in effectively shielded from this sort of thing. Sure it would be difficult, but so would everything on mars.
