- penagwin 7y agoIt's a conversation that sometimes comes up with universal healthcare, for example (I'm not taking a stance here) - "Is it worth spending $$$$ tax payer money on an operation with a 20% success rate on 95 year old who also has diseases X, Y and Z?" If such rules are written then it would be bureaucratic.
