  Perhaps. You could also interpret this in non-positive ways: * The technology investment isn't going to pay off unless they scale up to thousands of stores very quickly. * Running a small convenience store is boring and not very profitable. The technology is cool though, so lets see if someone else is will to do all the boring stuff while we focus on the interesting things.
