    A9 was sourced from both Samsung and TSMC.

Apple knows this... just doesn't have in-house SoC designers. But they acquire this company: https://en.wikipedia.org/wiki/P.A._Semi https://en.wikipedia.org/wiki/P.A._Semi and team start developing ARM processors.
