Singapore had been through this because of sars so had systems in place to deal with a viral outbreak. Quarantining is mostly to decrease the rate of spread so that the healthcare systems don't collapse under the weight of to many patients. But China did a true quarantine they not only stopped people from leaving the cities but also from coming out of their homes. I don't think quarantining cities without people staying in would help much.
