The truth is, for most people, the police aren't going to be targeting them with this, and even if they do, well the police already have numerous means of invading someones privacy. Arguing that everyone should have those means at their fingertips, in practice, will mean the likelihood of this being used on you goes way up, and that there's no longer even the theoretical oversight that police use would have.
