I think the operative phrase is 'a CDN company'. URLs are names for things (companies, mailboxes, pictures of cats), but they're also (encoded) directions to get representations of those named things. CloudFlare is concerned with the mechanics mostly, the latter. Things like Wikidata, knowledge bases, schema.org are interested in the former perspective.
