I agree. Legislate the requirements, not the implementation choice. Otherwise, you unnecessarily constrain people from coming up with the best solution. Product engineers then basically have to follow a design concept created by people who aren't trained in that. Though I do understand how legislators might fear that if they only specify requirements, industry might act like the proverbial genie who grants wishes exactly as asked or even intentionally in the worst possible way.
