With quarantine you're preventing the spread of disease which is a general harm to others, with this you're preventing the spread of... your own 2FA codes, which only hurts yourself, if that. Sorry, but I don't think this analogy works. I should have every right to harm myself in any way I see fit. My hardware, my accounts, my control. Preventing accessibility "abuse" does nothing to stop malicious apps from attacking other devices but does a lot to harm accessibility and advanced user features.
