Countries without authoritarian governments likely don't have the means to effectively quarantine major cities and shut down massive portions of their economy immediately without major problems arising. Given a couple weeks, sure, but by then it will be too late. Personally I think it was the PRC's actions that made the spread so bad in the first place. They tried to hide it at first and only stopped when they no longer could. I see no reason to expect their actions to be better than non-authoritarian governments when it's said and done, but I guess we'll just have to wait and see.
