- gumby 7y agoCities all know they have to be smarter but have not demonstrated an ability to do so. Just asserting they need to be doesn't really suggest any change might happen. As for a single cancellation: I discussed why this time could be different from the two previous examples. If you think that's wrong I'd like to read the counterargument.
