If you can catch a person stealing, it's open-shut case. Easy peasy.
If not, try to discredit them (appealing to the morals of the people) -- maybe they cheat on their spouse, or use prostitutes?
If that still doesn't work just try slapping an "enemy of the people" / fascist / reactionary label and see if it sticks.
