There is an emotional day one, but at some point dust settles. I think the prevailing incentive for most employees would be to have that information, and break the information asymmetry. That said I don't think clear economic incentives are the only thing at play. Public salaries is, in old leftist terms, a material cultural change. Material meaning that salary dynamics will change as a results of it.
