I mostly think it's because Angular is the whole package, it comes with a set of standards and concepts that you have to stick too. Where React still kinda lets you do whatever you want, it has the concept of components, but other than that there's not much to it. We use Angular at work, just because it comes with that set of standards, we don't really have to introduce our own rules, but they're already there.
