Also due to both climate and fertile soil, there is abundant growable food so humans will almost never starve (and even when food is low, metabolic needs are also low). It's possible to simply exist without trying too hard in those types of areas. Contrast with areas such as NYC or Moscow, where it's almost impossible to simply exist for many months of the year.
