Local heating from RF absorbtion might cause issues for certain biological functions but local heating can come from things like a warm laptop sitting above your crotch and reducing sperm count via heat. You need a lot of RF power to cause local heating though, think on the order of a microwave oven, not what a typical phone puts out.
