Windows 95 wasn't a good UI design, why are all the window buttons next to each other, to make it easier to hit the wrong one? Why can't I right click on a down

Windows 95 wasn't a good UI design, why are all the window buttons next to each other, to make it easier to hit the wrong one? Why can't I right click on a down arrow to make it scroll up? or right drag on a scrollbar to drag in 2d? Why click to raise and no drag and drop save? Why full screen windows? Why does it have menu bars?
