Is it not possible to blame both Equifax as well as the presumed attackers? If a bank was robbed, you would blame the bank for inadequate security and the bank robber for the theft.
Although the fine is too little and too late, Equifax was blamed and punished for their lax security and ineptness at dealing with the situation[0]:

- madamelic 7y agoSo we are valuing the complete financial history, along with the (unfortunate) universal identifier of a person at about $5? That's way, way too low. Even $100 / person feels too low but possibly more appropriate. Equifax and the other credit agencies hold incredibly valuable and sensitive data, they should be held to an extreme standard for that privilege.
