Maybe the reasoning is that with a couple of billionaire philanthropists there is a smaller number of directions or destinations so the odds of hitting them is more likely. With government deciding and ordinary people contributing taxes, there is a multitude of officials and citizens all pulling in different directions. So, basically the same argument you would make in favor of dictatorship.
