Not exactly a generous interpretation. It's no fantasy to say that China may be lying about the death toll. They lied about SARS deaths, they lied about deaths in Tiananmen Square....anyone who has familiarity with the third world knows that third world governments tend to lie about deaths they caused or could have prevented.
