EDIT: On rereading, that page only offers an implicit definition of the term. Basically, it's an organization that is steeped in perverse incentives. Most individuals are incentivized to behave in ways that are detrimental to society and to the long-term profitability of the organization, and the corporate culture implicitly accepts this.
