With react and server-side rendering you code your front end only once, of course. And the same codebase can be rendered on the server or on the client transparently. Same JS libraries can be used in the server, in the browser, in mobile apps with react native. There is just the API on one side, and the frontend on the other side. Where the frontend is rendered does not matter.
