Damn, that really is too bad. It sounds like you might as well go ahead and just upgrade Ubuntu to 19.10 to see if it helps. You don't really seem to have anything to lose at this point. I've seen huge improvements between what I originally had with the stock 18 LTS OS and now 19.10.
