Some people believe it's the opposite ( chicken and egg blah blah blah) that because a lot of people got very rich in the tech boom, it 1. attracted more people to the area and 2. gave them a lot more pricing power over the already constrained housing... the restrictive housing policies just poured more fuel on the fire. I'm not close to the area so I'm happy to be corrected by those who saw things unfold over the years
