  No, it doesn't. Politicians are bribed all the time, mostly by the citizens of their country.

      That measure explicitly measures perception of corruption, not actual corruption. A low rating could just mwan high corruption covered by effective propaganda directed at the masses that lack the means to meaningfully engage in corruption.
