Great problem. If I had time I would build a news aggregator with an unintuitive voting concept: Downvoting only, sort by -age*downvotes. The goal is to have a system that avoids the rich-get richer effect, avoids false negatives (good content with bad rating) and in general a better correlation between votes,quality and clicks than upvoting systems. I wrote a small simulation to test my hypotheses against HN and reddit scoring mechanisms, and it looks very promising. Unfortunately I don't have more time to work on it...
