Ferrovial is a very well known company in Spain. They won't solve shit, because they are just an infrastructure profiteer and civil engineering firm. They don't make planes nor any machinery they use. Granted they can slap PV panels on top of the building they manage and put more insulation, but that's about it.
Técnicas Reunidas, on the other hand, is an engineering firm that designs oil & gas and energy-related plants etc. This is the kind of companies that can push carbon-neutral designs to some of their clients. There are a bunch of this kind of publicly-traded companies in Spain and AFAIK they are really having a hard time against asian competitors, so if you are concerned about this problems and you have that much money, Id say it is worth looking into. Some of them already have experience with this kind of projects, like Acciona (mostly CSP, which is an almost failed tech compared to PV anyway).
Anyway, IMO, if we don't solve freight by plane, boat and trucks, it's very unlikely and we will ever make a dent on this problem. I'm not even mentioning agriculture and a load of other industrial processes that require fossil fuels.
