What a backward take. The real complacency is "I will do nothing to prepare individually because a community response plan is hypothetically more ideal". Well, if you're involved with such a program then it would add to the discussion to share the details. There's always a social critic when this topic comes up but it always seems to coincide with complete inaction, which makes it look like an excuse to defer responsibility. In the meantime other people have found that it saves a lot of bureaucratic headache and provides a lot of personal security to have their own, nontheoretical plans in place. Which is always an advantage over the alternative even if there are larger community plans too.
