I was going to suggest just getting a longer cable, but I see now that almost all of them have non-removable USB-C cables sticking out. Why is this? Is it because only one port can be upstream, so they try to avoid the confusion? Or just cost?

Probably both. A good USB-C cable isn't cheap and using the wrong cable would cause the hub not to work.
