The best non-US service I've found is Everypocket[1]. It almost seems like a glorified Excel, but it's just so simple. Unfortunately, it looks like the dev has abandoned the project. He doesn't respond on his own subreddit[2] anymore. I prefer the so-called zero-based budgeting. I dislike YNAB though.
