  It's headline news in every national newspaper worldwide. What more do you expect? (I checked five European papers from different countries, then five from African countries. It's on the homepage on all of them.)

  Because bureaucrats can only see "confirmed" numbers, despite the obvious signs that the numbers are wrong.
