You're probably right. Taking a VSS snapshot is identical to pulling the power plug and imaging the drive. If SQLite hand handle the latter it should be able to handle the former. Another thing that should work well is an AWS EC2 EBS snapshot as Amazon promises a consistent point in time copy.
