In developing countries a lot of rich people (mostly politicians e.g. in India) do not even make it to the official rich lists. I am assuming they have a complex web of control for their wealth. Shell companies is one example but i know India has a lot of Benami property which essentially means property registered to 1 person but actually owned by someone else. DO not ask me about how it is enforced but an important concept because a lot of wealth is held in land or real estate holdings.
