While the water issue is, indeed, quite serious, I'm not exactly sure why the 'increased traffic on highway' is so much of a concern that it's raised in the same article. Yes, traffic will increase because more people will be coming to newly created job opportunities. I suppose some of the worries might be due to the equipment being moved by big trucks which could inflict infrastructural damage but this is solvable.
