  That was previously. Since 2013 it is mandatory for each household (Exceptions for disabled, people on social security, etc.) as well as mandatory for business premisses. The assumption is that everybody owns a media receiver (since computer+internet counts as well, as there is streaming) and since running the infrastructure is seen as a public service.
