There should be a ban on exports, unless it is proven they are recycled. You buy garbage from Germany to recycle in Poland. You store it in some field temporarily, before the recycling. You set them on fire, getting rid of the problem. To avoid liability you blame the badly recycled trash e.g. candles. Now it's hard to do in Poland, since the regulations have changed, but I bet you could pull it off in Ukraine.
