Pretty close. If you fill the local pool with sharks, then you're still going to have a few people killed by sharks, because they chose to ignore all the warning signs about the sharks. The death toll will be pretty low, though, because most people will stop swimming because of all the sharks, but there's always a few people who refuse to obey. This still doesn't fix the problem of why we stupidly put sharks in the pools to begin with.
