"Seem to result" I personally would like to see data attempting to look for a common cause or link between those who are causing the fires, and then attempt to mitigate the problem by addressing that issue.
If you cannot identify a common issue/problem it would be hard to solve, so I feel that trying to find something common, even in most cases would be beneficial.
What are the ages of all the youth caught? What is their social/economic status? Do they suffer from any illness or are they healthy? Are they taking medications? Single kid or giant family? Kids from single family homes of Mothers, or fathers, or do they typically have both parents active in their lives? There are tons of various factors to look at and try to see if there is a common factor to address.
Still good to know Australia isn't spontaneously combusting, however the issue of widespread fire is real and terrible.
