I used to work for immigration (IT dept) in my country - in South America. There where always plans to start finger-printing foreigners, though nothing has been done to this day. As far as I know, there's not a single country in South America that finger-prints tourists. I believe Brazil does finger print US citizens though, but that was only after the US started finger printing them.
