I’m not arguing that YT is inherently bad for all purposes; just that, in this situation where you want to watch kid’s videos and be confident all the material will be age-appropriate, there are lots of apps that are simpler and better. Rather than installing YouTube and whitelisting PBS Kids, why not just install the PBS Kids app instead?
