Why not just whitelist channels and disallow ones with less than say 500,000 subscribers. Surely nobody with that large of a following who produces kid targeted

Why not just whitelist channels and disallow ones with less than say 500,000 subscribers. Surely nobody with that large of a following who produces kid targeted content would burn their own channel down just for the "lolz".
