Um... the major reason that Google is not doing this any more isn't because Ireland changed their law, it's because Trump removed the tax on overseas profits they were avoiding from the US tax code. IE, they don't pay taxes on those profits anyway when the money comes in to the US, so no need to hide the cash with loopholes in international law. In fact, Google probably has more money overall this way because they can spend less for accounting. Calling this a success is silly.
