Comes down to incentives. Why would the agency or SME dev care about the end user? Will they get rewarded if they do? Nope.
Dev salarymen are concerned, rightly, with their careers. This is why they do stuff like make a brochureware website that should be dead-simple into some demented chimera of 5 different "best practice" frameworks, submerged in 10 feet of technical debt to boot.
They do so because they can put that stuff on their resume, which will (for management and recruiting incompetency reasons) get them into a better job next year or month.
To hell with the devs who follow them, and to hell with the client, customer, or end users in general - they ain't me.
But the solution is to modify incentives, not to indulge in the sperg-outs our profession is infamous for, since those are only "I'm cleverer than you all" rants, which are again, "me first".
