That headline, as a sweeping statement about society, is crap. The idea that people are becoming lazier programmers because they can, however, seems intuitively obvious. But that's kind of the idea - increasing productivity inevitably means doing _less_ of something or other. It's just (hopeful use of the word, to be sure), a matter of making sure you don't create false economies in the process.
