Looks like a language designed to be very hard to program in, yet have just enough rules and abilities to do powerful things. I don't know if it's Turing complete, it didn't get that category on the wiki page so nobody proved that so far.
The car 'o' keeps moving in its current direction, and whenever reaching any symbol, it has to follow the rules (change direction or not, alter memory values or pointer, or end the program when it's a #). This, then, allows to write programs that'll do interesting things with the memory and memory pointer (this is very similar to brainfuck in fact), but it looks like that's not going to be trivial in this one.
In the "increment" program example: the car starts in a random direction. If it goes up, you can see that it passes a single '^' before entering the exit '#', and '^' increments memory, so that case is simple.
If the car starts any of the other 3 directions, lots of shenanigans have to be done due to having to compensate the fact that using the direction symbols to change directions to go to the intended exit also moves around the memory pointer or increments/decrements the memory too much.
