Way back when I had a problem on my network that was capping the FTP/SFTP speeds to about a fifth of my download speed. Torrents worked fine. To fix my problem I have cobbled up an extremely hacky solution which consisted of opening several listening sockets, ssh-ing to the remote machine and net-catting the file by chunks in several processes in parallel.
