The state could've just enacted a policy to give rebates to home-owning retirees, instead of turning homes into this Christmas special's length of multi-generational preferential tax treatment. If this policy is truly about "not kicking out Granny because she's old and not working and the property is worth more", there is zero reason to not force a reassessment when the kids or grandkids inherit the home.
