My retired dad lives alone in a 4 bedroom house walking distance from Apple he bought in 1981. It seems the region could benefit if such people had more incentive to downsize elsewhere, but prop 13 means even a much smaller place would have a way larger tax bill than he now enjoys. There was a ballot measure recently that would let such homeowners transfer their 1973 era tax bills to another property, but it had no stipulation that the next place be smaller. It lost. I feel bad for the hypothetical grandma who couldn't stay in her house when the tax bill increased, but what if grandma is paying next to nothing and sitting on a $2m house that could hold a whole family?
